Municipal applications move online as childcare-support standards return to debate

Japan has begun nationwide municipal operation of a new online application platform while a labor-policy council considers, but has not adopted, tougher childcare-support certification criteria.

Developments

Two official developments point to different stages of policy work in Japan. One public-service system has entered operation, while proposed changes to workplace childcare-support standards remain under discussion.

1. A new Mynaportal service enters full municipal operation

The Digital Agency says the Mynaportal Municipal Procedure Application Service began full-scale operation for municipalities nationwide on October 27 after an earlier pilot. The platform uses My Number Card verification and offers features such as form autofill, status tracking, online correction requests and electronic delivery of documents. Procedures are migrating gradually from the previous Pittari Service, however, so residents must still check what their municipality and specific procedure support. (Read the Digital Agency page)

2. A labor-policy council weighs stronger childcare-support certification criteria

Materials from an October 26 MHLW council meeting discuss possible revisions to Kurumin-related employer certification criteria. Options include raising the male childcare-leave rate, introducing a measure of leave duration and reviewing an exception for smaller businesses. The paper also records concern that new criteria should reflect small-business conditions and come with detailed support. These are deliberations only: the meeting did not create a new employer duty, threshold or effective date. (Open the council materials, Read the discussion paper)

What residents and workers should watch

For municipal procedures, practical availability will depend on local adoption and migration. For workplace childcare policy, readers should wait for a final government decision and implementation guidance before treating any discussed threshold as binding.
