Digital skills and small-business support enter new policy reviews
Japan has opened two policy processes, one reassessing digital-talent priorities and another seeking comments on proposed support guidelines for small firms.

Two official processes are revisiting the institutions behind Japan’s economic transition: how the government measures digital-talent development and how local business-support bodies help small firms adapt.
1. The Digital Agency schedules a review after its numeric target was reached early
The Digital Agency scheduled the first meeting of its new review for late afternoon on September 9. Published materials say the prior target was to develop 2.3 million digital personnel from fiscal 2022 through fiscal 2026 and report a cumulative 2.435 million across participating programs by fiscal 2025, including provisional figures. The meeting agenda turns from that numerical result toward the processes, perspectives, and skills needed for AX and DX. At the time of verification the meeting had not yet begun, so the materials establish questions for review rather than decisions, credentials, or new benefits. 2. A proposal recasts how chambers and commerce associations should support small firms
e-Gov opened comments through October 7 on proposed revisions to the basic guidelines for support delivered by commerce and industry associations and chambers. The official overview emphasizes wage growth, growth-oriented firms, training, proactive accompaniment, specialist support, business succession, performance assessment, and digital tools including generative AI. It anticipates council consideration around October and promulgation and enforcement around November, but those dates and the proposal itself are not final obligations or individualized support commitments. What to watch next
The important outputs will come later: conclusions from the digital-talent review and final, dated guidelines after consultation. Until then, both developments indicate policy direction rather than settled entitlements or duties.
