Housing support pilots expand while Japan extends overseas study funding
Two official programs widen support through local housing partnerships and another scholarship year, but both have tightly defined beneficiaries and delivery channels.

Two official programs show how access support in Japan is often delivered through institutions rather than directly to individuals. Housing assistance depends on local partnerships, while overseas-study funding is routed through eligible schools.
1. MLIT selects 25 locally coordinated housing-support projects
The housing ministry selected 25 projects from 46 applications for models that connect housing-support organizations, landlords, guarantee or insurance providers and other local actors. The program is aimed at easing access for groups who can face rental barriers, including low-income households, disaster victims, older or disabled people and families with children. Selection does not create a nationwide right to a home or guarantee that a service operates in every municipality; readers still need to check local providers and eligibility. 2. Tobitate adds another year and plans 850 study-abroad places
MEXT extended the second stage of Tobitate! Study Abroad Japan through fiscal 2028 and announced fiscal 2027 recruitment for 600 high-school-level and 250 university-level participants. Published support includes destination- and income-dependent monthly stipends, preparation grants and a university-track tuition allowance. The scope is narrow: applicants must be eligible Japanese students enrolled at specified institutions in Japan and must apply through their home school, so this is not a scholarship for international students moving to Japan. The headline number rarely reveals the access path. For housing, begin with the municipality or local housing-support network; for study funding, begin with the school. In both cases, verify the current local or track-specific rules before relying on support.
