Japan formalizes AI reform while improving the data underneath it

A Cabinet-approved council will coordinate AI-led reform, while the Digital Agency's Harunobu tool turns administrative data standards into practical checks.

Developments

Japan’s digital-policy agenda advanced at two levels this week: the government formalized a senior forum for AI-led reform, while the Digital Agency released a tool aimed at improving the underlying data that automated systems need.

1. A new council puts AI implementation and regulatory review under one forum

A Cabinet decision dated October 20 established the AI and Digital Reform Council. Its mandate combines reviews of regulations, institutions and operating rules with work on AI and digital infrastructure and the practical implementation of AI-enabled transformation across government. The council is co-chaired by the Chief Cabinet Secretary and the minister responsible for AI and digital reform, with other ministers and outside specialists participating. Its operating rules call for meeting materials and minutes to be published in principle. Establishing the council sets a governance structure; it does not make future proposals binding until the responsible authorities issue a scoped decision. (Review the council page)

2. Harunobu turns administrative data standards into a usable local checker

The Digital Agency also published Harunobu, a GitHub-hosted tool that checks Excel, CSV and TSV files against its machine-readability rules. Users can run it through a browser interface, a command line or a Python API and receive scores plus identified rule violations. Standard checks can run locally, which may be useful for unpublished working files. An optional AI-assisted mode is different: when enabled, it sends data to an external AI service configured by the user, so organizations need to apply their own security rules. The agency also stresses that the software is an implementation example rather than the governing standard itself and cannot automate every rule. (Open the official guide)

Why the pairing matters

High-level AI reform depends on mundane foundations: structured files, explicit standards, reliable evaluation and clear responsibility for data leaving an organization. The council may shape future priorities, but Harunobu is the more immediate signal for public-sector teams and suppliers: data quality is being treated as operational infrastructure rather than clerical cleanup.
