Digital identity expands as a new pension exemption takes effect

Two official changes show Japan extending public services in different directions: a digital identity feature is scheduled for later this month, while a pension contribution exemption has already taken effect for a defined group of parents.
1. Android My Number Card is scheduled to add in-person identity checks
The Digital Agency says Android My Number Card service is scheduled to begin on October 20. It is intended to let participating providers verify identity, age, and address in person using compatible reading functions. This is a scheduled launch, not a universal acceptance guarantee: only supported devices qualify, each provider must add reading support, further details are due by launch, and the date may change after final testing. 2. A childcare exemption now applies to eligible National Pension Category 1 parents
From October 1, an eligible Category 1 insured person raising a child under one can file for an income-independent premium exemption, and exempt months count as paid for the old-age basic pension calculation. Parent-child and shared-address conditions apply, while the covered duration depends on the parent’s circumstances. Category 2 employees and civil servants use a separate employee-pension scheme, and Category 3 and voluntarily insured people are outside this exemption.
